ART. 1: El FESTIVAL INTERNACIONAL DEL NUEVO CINE LATINOAMERICANO tiene como objetivo la difusión y premiación de las obras que por su significación y valores artísticos contribuyan a enriquecer y reafirmar la identidad cultural latinoamericana y caribeña.

ART. 2: El Festival consta de los siguientes apartados:
— SECCIÓN OFICIAL, presenta una selección de la producción latinoamericana en cine y video, así como las categorías de guiones y carteles que concursan por el premio CORAL.
— NUEVOS DIRECTORES, presenta una selección de primeros largometrajes de ficción (cine o video) realizado por cineastas latinoamericanos y caribeños que pueden optar por el primer premio CORAL y por el premio a la mejor OPERA PRIMA.
— PANORAMA LATINOAMERICANO, reúne un conjunto de filmes que pretenden completar una panorámica del cine generado en América Latina, los cuales pueden optar por el PREMIO DEL PÚBLICO.
— SECCIÓN INFORMATIVA, exhibe un conjunto de documentales fuera del concurso, que contribuyen a completar la visión sobre la realidad latinoamericana.
— HECHO EN CUBA, una mirada diversa y abarcadora de la realidad cubana por parte de realizadores cubanos y extranjeros, quienes desde múltiples perspectivas revelan aspectos de interés.
— MUESTRAS, dedicadas a cinematografías nacionales, corrientes del cine actual y producción de escuelas e instituciones, etc.
— HOMENAJES, consagrados a relevantes personalidades de la cultura.
— RETROSPECTIVAS, de la obra de prestigiosos realizadores y cinematografías.
— PANORAMA CONTEMPORÁNEO INTERNACIONAL, presenta una selección representativa de títulos notorios producidos en fecha reciente.
— PRESENTACIONES ESPECIALES, exhibe títulos de especial relevancia.
— SEMINARIOS, espacios teóricos especializados en temas disímiles con permanente atención al universo audiovisual de la infancia.

ART. 3: Sólo podrán inscribirse para participar en la SECCIÓN OFICIAL obras de reciente producción realizadas por cineastas o videastas latinoamericanos. También podrán participar obras de realizadores no latinoamericanos que aborden la realidad continental y caribeña.

ART. 4: Los filmes y videos (largometraje y cortometraje) podrán concursar en las siguientes categorías: Ficción, Documental y Animación.

ART. 5: Los filmes deberán estar realizados en 35 ó 16 mm con sonido óptico. Los videos sólo podrán ser enviados en formato VHS (norma NTSC). Cada cassette deberá tener grabada solamente una obra.

ART. 6: Los diálogos y narraciones de las obras deben estar en idioma español. De estar en otro idioma, deben enviarse subtituladas o dobladas al español.

ART. 7: En la categoría de guiones para largometrajes de ficción sólo podrán participar autores latinoamericanos y caribeños con obras inéditas y originales. Los derechos de producción y explotación, no deben haber sido cedidos a terceros. Ningún autor podrá participar con más de un guión, ni inscribirlo en más de una edición del Festival. No se aceptan adaptaciones literarias.

ART. 8: Los premios CORAL serán otorgados por jurados internacionales a las obras que concursan en las siguientes categorías:
— FICCIÓN: A los tres mejores largometrajes, al mejor mediometraje o cortometraje, al mejor filme o video de un realizador no latinoamericano sobre América Latina, a las especialidades de: dirección, guión, dirección de fotografía, actuación masculina y femenina, dirección artística, música, edición y sonido.
— DOCUMENTAL: A los tres mejores documentales, al mejor filme o video de un realizador no latinoamericano sobre América Latina, a la mejor obra experimental audiovisual (no incluye video-clips).
— ANIMACIÓN: A las tres mejores obras de animación.
— CARTEL: Al mejor cartel presentado para obras de cine y video en cualquier formato o factura.
— GUIÓN INÉDITO: Al mejor guión. Este premio está patrocinado por las entidades españolas SOGECABLE (CANAL +) y la FUNDACIÓN AUTOR (SGAE), que entregarán cada una 6000 Euros al guión premiado. La concesión de este financiamiento implica que SOGECABLE poseerá en el territorio de España y Andorra todos los derechos en todos los medios para la exhibición de la película que resulte. La forma de hacer efectivo este financiamiento será mediante plazos, según el acuerdo establecido entre EL FESTIVAL y SOGECABLE.
— OPERA PRIMA: Un Jurado Internacional creado al efecto, independiente del jurado de ficción, concederá un Premio CORAL a la mejor OPERA PRIMA.
El Jurado podrá, además, conferir excepcionalmente un Premio Especial en cualquiera de las categorías a aquella obra cuyos valores artísticos y significación lo ameriten.

ART. 9: Otros Jurados Internacionales entregarán los siguientes premios:
— Federación Internacional de la Prensa Cinematográfica (FIPRESCI).
— Oficina Católica Internacional del Cine y del Audiovisual (OCIC).
— Premio «Saúl Yelín» otorgado por el Comité de Cineastas de América Latina.
— Premio del público (por votación popular).

ART. 10: Para participar en el FESTIVAL INTERNACIONAL DEL NUEVO CINE LATINOAMERICANO, deberá procederse de la siguiente forma:

Es imprescindible recibir antes del 15 de septiembre, en la Oficina del Festival, los siguientes materiales:
— Formulario de inscripción con todos los datos requeridos, y la ficha biofilmográfica del realizador, imprescindible para el catálogo.
— Copia en video VHS-NTSC de la obra para su preselección. (El Festival no devolverá estas copias).
— Material de prensa y publicidad: fotos, press-books, carteles, trailers (en video).
— Para la inscripción de los guiones deben enviarse tres ejemplares impresos no manuscritos en idioma español, acompañados de la ficha profesional del autor y adjuntarse una Declaración Jurada en la cual se consigne que el proyecto presentado no está comprometido con terceros y que no ha concursado en esta categoría en las anteriores ediciones del Festival. Las copias de los guiones no serán devueltas.

No podrán participar obras (filmes, guiones y carteles) que hayan sido presentados con anterioridad en otros eventos cinematográficos de carácter internacional en Cuba.

ART. 11: Los gastos de transporte desde el lugar de expedición de la copia corren por cuenta y cargo de quien inscriba la película; los de devolución a cargo del festival. El seguro contratado por el FESTIVAL cubre los riesgos de incendio, pérdida, robo, daño y destrucción de la copia por el período comprendido entre la llegada al FESTIVAL y su retorno a la dirección indicada por quien haya inscrito la obra. En caso de pérdida o deterioro del material, la indemnización del Festival se limitará al costo real de la reproducción de la copia. El plazo máximo para efectuar cualquier reclamación en torno a una copia, será de tres meses a partir de la fecha de devolución.

Por disposición de las autoridades aduanales, los materiales inscritos entrarán en el país bajo el régimen de importación temporal. Las copias para las exhibiciones deberán recibirse en la Oficina del Festival antes del 15 de noviembre. Los materiales que se exhiban en formato de video pasarán a nutrir los fondos videográficos del Festival.

ART. 12: El Festival se reserva el derecho de seleccionar las obras que participan en las diferentes secciones y establecer el orden y la fecha de exhibición de cada película. Una vez efectuada la inscripción de un filme, éste no podrá ser retirado, antes de su proyección en el certamen.

La inscripción supone la plena aceptación del presente Reglamento. La interpretación del mismo será competencia del FESTIVAL.

ARTICLE 1: The purpose of THE INTERNATIONAL FESTIVAL OF THE NEW LATIN AMERICAN CINEMA is to promote and award those works whose significance and artistic values contribute to enrich and reaffirm the Latin American and Caribbean cultural identity.

ARTICLE 2: The Festival comprises the following sections:
— OFFICIAL SECTION showcases a selection of the Latin American production of films and videos, as well as the categories for script and poster in competition for the Coral Awards.
— NEW DIRECTORS presents a selection of first features (films or videos) made by filmakers from Latin America and the Caribbean in competition for the first Coral Award and the Opera Prima Award.
— LATIN AMERICAN PANORAMA gathers a collection of movies that attempt to portray a panoramic view of the cinema created in Latin America. These films can compete for the Audience Award.
— INFORMATIVE SECTION, presents a selection of documentaries out of the contest, that contributes to enlarge the vision on Latin American reality.
— MADE IN CUBA, a diverse and enriching view of the Cuban life from different perspectives by Cuban and foreigner filmmakers.
— SHOWCASES devoted to national cinematographies, and productions from different schools and institutions.
— TRIBUTES to outstanding celebrities of the arts.
— RETROSPECTIVES of prestigious filmmakers and international cinematographies.
— INTERNATIONAL CONTEMPORARY PANORAMA exhibits a representative selection of remarkable recently produced films.
— SPECIAL PRESENTATIONS of relevant titles.
— SEMINARS specialize on theoretical forums of dissimilar subjects with permanent attention to the audiovisual universe of children.

ARTICLE 3: Only recently produced works from Latin American filmmakers are allowed to participate in the OFFICIAL SECTION. Works from Non-Latin American filmmakers dealing with Latin American and Caribbean issues can also participate. The Festival retains the right to choose the works that participate in the different sections.

ARTICLE 4: Films and videos, full and short length, compete in the following categories: fiction, documentary and animation.

ARTICLE 5: Films should be made in 35 or 16mm with optical soundtrack. Videos can only be submitted in VHS format (NTSC). Only one work per videocassette.

ARTICLE 6: Dialogues and narration from works should be in Spanish. Otherwise, they should be subtitled or dubbed into Spanish.

ARTICLE 7: Only scripts for full-length feature films from Latin American or Caribbean authors will be accepted. They should be unpublished, original, and free from any rights of production and distribution. No author can participate with more than one script, or inscribe it in more than one edition. Literary adaptations will not be accepted.

ARTICLE 8: Coral Awards will be granted by international juries to the works in the following categories.
— FICTION: to the best three full-length films, best short or medium-length film, best film or video from a Non-Latin American filmmakers on a Latin American issue, to the following specialities: direction, screenplay, cinematography, actor and actress, art direction, edition, music, and sound.
— DOCUMENTARY: to the best three documentaries, best film or video from a Non-Latin American filmmaker on a Latin American issue, best experimental audio-visual work (not including video clips).
— ANIMATED WORKS: to the best three animated films or videos. Furthermore, the jury can exceptionally grant a Special Award in any deserving category due to its merit and importance.
— POSTERS: to the best poster for film or video, in any layout or printing technique.
— UNPUBLISHED SCRIPT: to the best script. This prize is sponsored by SOGECABLE (CANAL +) and FUNDACION AUTOR (SGAE) from Spain. Each one will give 6000 Euros to the winning script. This prize doesn’t implies or conditions any session of rights , but it means a compromise to buy the film that may result from the awarded script by SOGEGABLE.
— OPERA PRIMA: An International Jury created for this purpose will grant a Coral Award to the best Opera Prima.

ARTICLE 9: Other International Juries will award the following prizes:
— International Federation of Motion Pictures Press (FIPRESCI).
— International Cinema and Audiovisual Catholic Office (OCIC).
— "Saúl Yelín" Award, given by the Latin American Filmmakers Committee.
— Audience Award (by people's vote).

ARTICLE 10: The procedure to participate in the INTERNATIONAL FESTIVAL OF THE NEW LATIN AMERICAN CINEMA is the following:
Registration should be formalized at the Festival's Office, before September 15th, by submitting the following materials:
— Registration form with all required data. A summary and the filmography of the director are mandatory, to include the work in the catalogue.
— A VHS (NTSC) video copy of the work for the selecting process. The Festival will not return these videos.
— Press and publicity materials: photos, press-books, posters, trailers (in video).
— To register a script: three typewritten copies in Spanish should be sent, along with the author's curriculum vitae. A Sworn Statement should be enclosed, stating that the project is not compromised with third parts and that it has not previously competed in this category. Copies of the scripts will not be returned.

Films, scripts and posters that have been presented in previous international film events in Cuba will not be able to participate in the International Festival of the New Latinamerican Cinema.

ARTICLE 11: Transportation expenses of the copy from the place of shipment are responsibility of the sender; returning expenses are the FESTIVAL´S responsibility. The insurance service contracted by the FESTIVAL covers fire risk, lost, theft and damage of prints and video tapes from the moment of arrival to the FESTIVAL, until its return to the address given by the person registering the film. In case of loss or damage of the material the festival will cover the actual cost of a new print or video tape. The maximum allowable delay for any claim regarding the copy will be three months after the date of return.

By order from Custom Authorities, the registered materials will enter the country as temporary imports. The copies to be exhibited should reach the Festival Office before November 15th. Video cassettes participating in the Festival will enrich the Festival´s Videotheque.

ARTICLE 12: The Festival Committee reserves the right to select the works that will participate in the different sections of the Festival, and will arrange the date and time for each film exhibition. Once registered, the film cannot be withdrawn before its exhibition in the event.

Registration implies full acceptance of these regulations, whose interpretation will be the responsibility of the FESTIVAL.
